The always lovely Katy Perry strolled up to the 27th annual ASCAP (American Society of Composers, Authors and Publishers) Pop Music Awards last night wearing the above Manish Arora dress. Unfortunately, we're kinda on the fence about her gown of choice.
Personally, we think she looks like she's covered in Necco wafers -- or maybe those candy buttons. What do you think? Rad or bad?
