Yes, that's Lil Mama, and no, sadly, this photo wasn't taken at Heidi Klum's annual Halloween party. Lil Mama actually arrived at the 2007 VMAs dressed like she'd just crawled out of the womb. And as if purple satin and puffy babydoll sleeves weren't criminal enough, Lil Mams had the gall to top it off with a matching bonnet and bejeweled passy. Classy! We get it, we get it. You're the voice of the young people. And the voice of the sippy cup set too, apparently. Except we can't really understand what the hell you're saying because you've got a DAMNED PACIFIER IN YOUR MOUTH, which makes us wonder if you were wearing a diaper under there too.

Thankfully Lil Mama's grown up and glossed up a bit in the past year on America's Best Dance Crew and hopefully will restrict he whole voice-of-the-young-people thing to metaphor.

But, that leaves room for someone else to take home an unofficial Moonman for worst-dressed celeb at this year's VMAs. Who do you think will show up to the 2008 VMAs in an outfit that, well, totally sucks?

Every so often there comes along an artist who is everywhere. Omnipresent. Pervasive. Ubiquitous. A year ago, it was Rihanna. Right now, that artist is Katy Perry.

Her hit single "I Kissed a Girl," with its bi-curious lyrics and impossibly hummable hook, has put Katy on the lips (no pun intended) of, well, just about everybody. The song, lifted from her debut pop album One of the Boys, has reached #1 in the United States on The Billboard Hot 100, and top charts in Canada, the U.K. and elsewhere. People just LOVE this song.

But there are people who hate it, too. There are those who think the lyrics are an affront to her Christian upbringing, since she's the daughter of two pastors and began her recording career as a Christian artist. There are those who find the lyrics homophobic (along with those of her song, "Ur So Gay"). And there are those who don't think it was a song that should have gotten her pop-song-singing-butt placed on a prominent stage on this summer's Warped Tour.

Not that she cares. Why? Because the 23-year-old, guitar-slingin', Travis McCoy-datin', pop star is the "it" girl of the moment.

She's confident, funny, sassy, and damn, if she's not talented, too. Her performance of "I Kissed a Girl" brought down the house on FNMTV a few weeks back. And on that aforementioned Warped Tour, she's been turning young punks into pop converts all summer long.

As of late, she's back in her element, touring the country on the mtvU Video Music Awards Tour with Boys Like Girls, All Time Low and Metro Station. And that makes sense, too, because Katy is nominated for two 2008 MTV Video Music Awards! "I Kissed a Girl" vaulted her into the Best Female Video category amidst clips from the likes of Mariah Carey, Rihanna, Britney Spears and Jordin Sparks.

The video also scored Katy Perry a Best New Artist nomination, where she's competing against Miley Cyrus, Taylor Swift, Jordin Sparks and Tokio Hotel. You like her, right? Well if you do, you should totally cast a vote for her, because fans are deciding who takes this Moonman home. You can vote on MTV.com's Best New Artist voting page. You can also cast 10 votes every time you play the Moonman Entourage game on MTV.com.

Anyway, it was just a few days ago out on the mtvU Video Music Awards Tour that we caught up with Katy to chat about all things Katy Perry. You'll be seeing the fruits of that on-stage conversation all over MTV for the next week. You can also watch the spots on MTV.com.

Check out a photos from the shoot, watch the "I Kissed a Girl" video below, along with that FNMTV live performance. Plus, watch those on-air promos here, too. And check out Katy's MTV.com artist page for a round up of just about everything we've got on KP.

Oh, and remember what we said about her being funny? If you haven't been following along, you've missed a helluva set of Katy Perry tour diaries that she did for Buzzworthy. The most recent one has her rockin' a lady 'stache, while this one had her sharing her tips for coping as the only girl on the road, while another one shows off her boobs.

Anyway. Less us. More Katy.

+ Watch all of Katy Perry's Artist of the Week videos here.

In her latest video, "Sandcastle Disco," Solange is like a one-woman episode of I Love the 70's, channeling Diana Ross and offering up a high-speed highlight reel of the best of the "Me Decade."

From disco-era fashion (our sympathies to the ostrich who died and came back as that dress), art-world trends (hope Warhol has a sense of humor), and the psychedelic special effects (It's like "Rock Band" meets the F.A.O. Schwarz scene in Big!) Knowles' video is like a slightly campier version of Project Runway's Michael Kors. And we mean that in the most endearing way possible. (Seriously, we love you, girl!)

Check out "Sandcastle Disco" for yourselves and watch Solange transform into a modern-day Donna Summer.

As if Cassie's appearance on tonight's episode of FNMTV isn't hot enough on its own, know that what you're looking at in the photo above is also going to happen: that's Ne-Yo (who could take home a 2008 VMA for Best Dancing In a Video) and a sexy dancer having total sexy time rehearsing an extra-sexy live version of "Closer," which he'll perform live tonight at 8pm ET.

Here's who else is on tonight's FNMTV and the never-before-seen videos they'll be unveiling:

John Legend - "Green Light"

Pink - "So What"

Cassie - "Official Girl"

Plus, LL Cool J takes the hot seat way way up in the sky box, Pete Wentz cleans up nicely, and hot pink will be retired after Cassie makes it officially impossible for any other human being ever to look as good as she does in it. (Except for maybe Rihanna at the 2007 VMAs.) No fairsies.

Until tonight, check out these behind-the-scenes photos:

Yay! Seriously, if Paramore hadn't been invited to perform live at the 2008 VMAs, I might have marched upstairs to wherever the "MTV Powers That Be" sit and thrown a gale-force hissy. (Okay, I don't even know where they sit, but I'd have been PIIIIISSSED if Paramore got skipped!) LOVE me some Hayley! (And Farros too!)

And Pink! Best abs in the bis y'all, and she's been all over the FNMTV!

And Rihanna? If you saw her performance with Chris Brown at last year's VMAs, you know why she got asked back -- and took home a Video of the Year Moonman for "Umbrella."

If you didn't see it, I've conveniently posted her performances with Chris Brown and Fall Out Boy for you below, so go watchy watch!

And speaking of FNMTV and Fall Out Boy, see what Pete Wentz has to say about Queen RiRi, and catch him catching up with Russell Brand.

One of the hottest competitions of the 2008 VMAs, (IMO), is in the Best Dancing in a Video category, where Pussycat Dolls and Danity Kane are going stilettoed toe to stilettoed toe against each other in defense of "When I Grow Up" and "Damaged," respectively.

The most famous Making the Band grads, who had one of the biggest-selling albums of 2008 next to fellow VMA noms the Jonas Brothers and Lil Wayne (both of whom are performing at the VMAs, by the by), made surgery look really effin' hot. Hello nurse!

But Danity Kane's up against the varsity-level girl group Pussycat Dolls, what with their famous groupie/boobies and years of dance training -- you KNOW Robin Antin is no joke with the choreo.

Which is not to say either group can beat out Chris Brown, Ne-Yo, or the grande dame of dance, Madonna, but that's still some stiff girl-on-girl competition, and I ain't just talkin' Hairspray.

Who will dance their way to 2008 VMA victory? We'll see on Sunday, September 7. Until then, let the acrylic claws come out and the cat fights begin!

Plus:
+ Macy Gray's WTF Wednesday!
+ Rose McGowan’s Trashbag Tuesday!
+ Emimen’s Mayhem Monday!

Indeed, the VMAs are all about fashion -- from classy to trashy (oy, Jessica Simpson, honey, your bra's showing...) performances that become an indelible part of pop culture, and Courtney Love falling over drunk.

But the VMAs are also a good time to show you care about things beyond see-through minidresses. So put your money where your mouse is and bid on an awesome MTV Staying Alive VMA auction with a prize package that'll send you to the VMAs, where you can see all of the OMG outfits, live performances and hot messes up close.

Here's what you get:
+ 2 tickets to the VMAs
+ Walk down the red carpet
+ Meet and greet with Audrina from The Hills
+ 3 nights at The Standard in LA
+ Other fancy stuff!

Proceeds from the auction benefit the MTV Staying Alive Foundation. So go bust open your piggy bank, pick out your most ridick outfit ever (or "ensemble" for all you Mimi fans out there), and start bidding!

Plus: More VMAs | More The Hills

In case you were asleep/ unaware of the insanity that was the two-day marathon Jonas Brothers: Live & Mobile/ in-your-face/ Jonapalooza jammy jam (and if you DID miss a minute, then WTJ?!??), here's a not-so-brief highlight reel, if you will, of the weekend's events. I did the heavylifting and listed some of my favorite moments, in chronological order.

FRIDAY!

+ We make our very first contact with the Jonas Brothers, as they board their bus from Manhattan and head to Jone/as Beach.

+ The Jonas bus pulls up to Jones Beach. The JBrs de…bus?

+ "Halo" battle in the dressing room: Joe prevails!

+ Kevin gives us a tour of the "Burning Up" stage and has a mini Beavis moment with the pyro machine.

+ Whoopsers! At Jones Beach, a mob of eagle-eyed fans spot Kevin, who hides on the recording studio bus with me. Eek!

+ Fans freak the freak out at the meet and greet. Cue the oxygen tanks AND the "KEVIN TOUCHED MEEEEEEEEEEEEEEEEEEEEEEEEEEEEE!!!!!!!" fan (at 00:13).

+ With the Jones Beach crowds in their seats (barely), the JBs take us behind the stage into the adrenaline-filled moments before they kick off their Jones Beach show. We ride the magic carpet with them, and their explosive, unbelievable show begins.

+ The show's on, and I snap photos from the side of the stage and then pass out on a bench backstage.

SATURDAY!

+ Times Square's asleep and so are the Jonas Brothers… until I follow Mama Jonas into their hotel rooms to wake them up. See who sleeps without a shirt and who locked Mama Jonas out.

+ Savvy JB fan/borderline stalkers. who are wide awake outside of the JB's hotel, lose most of their marbles when I show them the JBs' wake-up photos, lose the rest when the guys leave the hotel.

+ They gotta get to the Hamptons for a private gig with no time to lose, so the guys take flight on the Jonaschopper, where it's REALLLLL LOUD, but they figure out a way to communicate. So crafty, those three!

+ The normally serene Hamptons explode into a Jonas-induced frenzy when the JBs arrive and go straight into a meet and greet.

+ JBs rule the school in their intimate benefit performance in the Hamptons, then down some burgers on the way back to the Hamptons heliport.

+ Kevin and Joe power nap in the chopper on the helicopter ride back from the Hamptons -- too bad they missed this bird's eye view of Manhattan -- then land safely on the ground, where fans, confused passersby, and police escorts await.

+ On the way from the Manhattan heliport to their private album listening party, the guys recap their favorite MTV moments so far and pirate-punk some innocent, unsuspecting NYC pedestrians.

+ Meanwhile these New Yorkers are anything but unsuspecting. The guys, once again escorted by the po-po, try to make their way to MSG, while some athletic fans try to outrun their ride and sweet sweet Mama Denise tears up.

+ The Jonas Brothers arrive at Madison Square Garden, ready to play the biggest show of their career!

+ Before the show, Frankie Bonus Jonas (we loves us some Jo Bo!) races Scooters while his big bros race Segways:

+ While the guys warm up, Bo Jo reveals HIS favorite Jonas brother (seriously).

+ The JBs prep for their MSG meet and greet, and surprise one unsuspecting fan on her 16th birthday.

+ Out on the MSG floor, the crowd makes some noise for the unofficial fourth Jonas Bro, Big Rob, and the guys get to the meetin' and greetin' magic.

+ Then, backstage, a hot second before the MSG show starts, Kevin throws me the double thumbs up, and Joe warms up with a widdle tap dance.

+ Seconds to go before the show... the boys and crew huddle up, throw us some props (awww!) and then give us one last look before they ride the magic carpet up to the highest point in their career -- the start of their first-ever Madison Square Garden show! It's ON!

+ I run around MSG going Jo-NUTS, taking snaps of their show, collapse that night at home, dreaming sweet JB dreams, ready to do it all over again...

++ MONDAY BONUS:

I met up with the guys this morning when they returned to MTV for their week-long TRL stint. They (and Big Rob too!) greet me with a hug. Why? Because they're the sweetest, nicest, most thougtful dudes in the entire universe. Oh, and speaking of doing it all over again, we practically will, when we meet up with them again at the VMAs on Sunday, Sept. 7! They're performing and told me they've got a few surprises in store. (Can't. Freaking. WAIT!) But first... they've got an album to release! In like... less than three hours, and I seriously can't wait a little bit longer for it.

After giving 1000% of themselves all Friday and Saturday to us and their fans, the Jonas Brothers returned for more MTV love again, reporting for day 1 of their TRL hosting duties. And even though it's practically monsooning (if that's a word... it is now!) outside, their fans are braving total pneumonia action for just a glimpse of the guys. Did you see the lucky -- and soaked -- fan who got to come up to the show and sit next to Joe? Awesome x1 billion.

And here's a shot of the Jo Broze and me in the TRL green room, right after the show wrapped today. Despite the fact that they're busy with their hosting duties and getting ready to prepare for the excitement of their new album, A Little Bit Longer, which comes out tomorrow, they still found time to give me a hug (eeeeeee!!!) and thank me for hanging out with them this weekend -- again, is this bizarro world? No, thank YOU!

Don't miss them on the TRL Tuesday, Wednesday, and Thursday (again, I definitely don't have to tell you that), and stay tuned for more MTV/Jonas video highlights. (And from the sound of it, you guys aren't going anywhere -- the screaming coming from outside is deafening, and I'm writing this from 17 floors up!)

Stay up to the moment at Jonas Brothers: Live & Mobile HQ: jonasbros.mtv.com.
